I personally would repair the strakes. I hqve seen this type of "repair" done to lapstrake boats before and I can't say that it appeals to me.

Also, hopefully you are going to transport the boat in it's current upside down position.
You can still use the boat trailer just add some 4x4 beams for cross members and rest the boat on the gunnels and strap it down.

You will need at least the keelson in place (inner keel as you called it) to attach the new ribs to. Hope you have the old one for a pattern. What I meant to say is that with a ratio of 8-1 for every inch of board thickness you would have eight inches of overlap.

When scarfing wood both pieces are tapered. If you look at some of the posted pics you can see where the old laps have been tapered, the new ones will look the same on the back side. Todays varnish's are much less" fumie" then ther old counterparts. If you are concerned wear a good quality respirator. Biggest thing is wether or not you are able to maintain workspace temp for the required amount of time. Plus Andreas makes a good point about fuzzies and air movement. Ba...
